The discounted Deutschland-Ticket for just 39 € per month is available for people with proof of eligibility (Hessenpass mobil).  The ticket allows you to use local public transport in 2nd class throughout Germany. How to get the discounted Deutschland-Ticket

Do you receive citizen's Income, Housing Benefit Plus, social assistance or you are an asylum seeker?

No cash payment. All fare regulations of the Deutschland-Ticket apply.

That means you're eligible for the discounted Deutschland-Ticket.
Already have a Deutschland-Ticket on a chip card? Then you can switch your subscription to the discounted version:
Send the completed order form, your chip card number, and a copy of your Hessenpass mobil to the address listed on the form. Or take these documents to a sales outlet and have your subscription updated there. The discounted Deutschland-Ticket will be loaded onto your existing smart card.

Don’t have a Deutschland-Ticket yet?
You can order the discounted version using the order form or via the RMV Ticket Shop.
To pay, you'll need to provide a SEPA direct debit mandate. In the Ticket Shop, you can also use a credit card.
The Deutschland-Ticket will be issued on an eTicket chip card and sent to you by post.

Questions and answers

The Deutschland-Ticket has been available since 1 May 2023. It is valid on local public transport throughout Germany and costs 58 € euros per month. While the ticket is already very affordable, €58 a month is still a lot of money for some people.

The state government of Hesse wants to make the ticket accessible to people with low incomes. That’s why it offers a discounted Deutschland-Ticket subscription for €39 per month to those who live in Hesse and receive certain social benefits. The state of Hesse covers the difference to the regular ticket price. To purchase the ticket at the reduced price, you need to present a proof of eligibility at the sales outlet. This document is called the Hessenpass mobil and is valid for one year.

The discounted Deutschland-Ticket with the Hessenpass mobil costs 39 € per month as a subscription.

To be able to buy a discounted Deutschland-Ticket, you need a proof of eligibility, the Hessenpass mobil. 

The Hessenpass mobil is available to anyone who lives in Hesse and receives at least one of the below-mentioned social welfare services:

  • Citizen's Income,
  • Housing Benefit Plus,
  • Social assistance,
  • or are asylum seekers. 

In concrete terms, this means: persons entitled to benefits in accordance with § 7 of the Second Book of the Social Code (SGB II), persons entitled to housing benefit in accordance with § 3 Paragraphs 1, 2, 4 and 5 of the Housing Benefit Act (WoGG), persons entitled to benefits in accordance with § 19 Paragraphs 1 and 2 of the Twelfth Book of the Social Code (SGB XII) who receive regular benefits in accordance with the third or fourth chapter of SGB XII, and persons entitled to benefits in accordance with § 1 of the Asylum Seekers' Benefits Act (AsylbLG).

If you are eligible, you will automatically receive the Hessenpass mobil by post from your local authority.
You must present the Hessenpass mobil at a sales outlet when purchasing the discounted Deutschland-Ticket.

 

Exception:

If you receive Bürgergeld from one of the following job centres, you will not automatically receive the certificate:

  • City of Darmstadt
  • City of Frankfurt am Main
  • District of Gießen
  • District of Limburg-Weilburg
  • City of Kassel
  • District of Kassel
  • Schwalm-Eder District
  • Waldeck-Frankenberg district
  • Wetterau district
  • Werra-Meißner district

In this case, you will receive the certificate on request from your locally responsible social benefits agency.

The discounted Deutschland-Ticket with the Hessenpass mobil is for your personal use only and is valid for 12 months starting from the first day of your chosen month.

It entitles you to travel on:

  • Regional trains (RE, IRE, RB, S-Bahn) in 2nd class throughout Germany

  • Buses, trams, and underground trains operated by transport associations, state fare systems, or transport companies across Germany

  • Ferries, if they are part of a transport association’s fare system

  • Cross-border routes, where the association fare is valid in neighbouring countries

  • The ticket is not valid on long-distance trains operated by Deutsche Bahn (e.g. InterCity, ICE, EC) or on other long-distance providers (e.g. FlixTrain/FlixBus).

In the RMV area:
For the AirLiner from Darmstadt to Frankfurt Airport, you must pay a surcharge of €3.80. These tickets are available from the driver, at RMV sales outlets of HEAG mobilo, or via the HEAG mobilo app.
For OnDemand services, the base fare is waived – you only pay a comfort surcharge and a price per kilometre.

In the VRN area:
You can also use the ticket for trips on the Krebsbachtalbahn, the Bundenthaler, and for travel to Lauterbourg and Wissembourg.

The discounted Deutschland-Ticket with the Hessenpass mobil is for your personal use only.

  • Children under the age of 6 can travel with you for free.
  • If you want to take additional passengers with you, they will need their own ticket.

The proof of eligibility for the Hessenpass mobil usually lists all eligible persons living in the household. If each of them would like to use the discount, we recommend making a copy of the document for each individual.

If not all listed persons wish to purchase a ticket, please obtain their consent before submitting the document — or black out their names and personal details. This is required for data protection reasons.

The discounted Deutschland-Ticket with the Hessenpass mobil is personalized and non-transferable. It is only valid for the person it was issued to.
You must carry a photo ID, such as an identity card or residence permit, and present it during ticket inspections.

The refund policy remains unchanged.
To find out whether the costs can be reimbursed in your case, please contact the relevant authority.

You will automatically receive the Hessenpass mobil as proof of eligibility for the discounted Deutschland-Ticket from the same authority that issued your social benefits approval.

Exception:
If you receive Bürgergeld from one of the following job centres, you will not automatically receive the certificate:

The proof of eligibility is automatically sent out by the authority responsible for your social benefits. You don’t need to take any action.
If you haven’t received the document yet, please contact the office that issued your social benefits approval.

Exception:
If you receive Bürgergeld from one of the following Job Centres, you will not receive the certificate automatically:

In this case, you will receive the certificate on request from your locally responsible social benefits agency.

Please contact the relevant authority to have your Hessenpass mobil reissued.

You can find the validity period of your proof of eligibility on your Hessenpass mobil.

  • The discounted Deutschland-Ticket is issued for one year.
  • To extend it, you must submit a new order form by the 10th of the month before your current ticket expires. At that time, you’ll need to provide a valid Hessenpass mobil.

You can conveniently order your discounted Deutschland-Ticket in the RMV Ticket Shop:

Enter your personal details and your proof of eligibility (Hessenpass mobil) during the order process and upload the document at the designated step.

You can also order the discounted Deutschland-Ticket using an order form:

  • You’ll find the form on the RMV website at www.rmv.de. You can fill it out online in advance.
  • Then print the form, sign it, and send it together with a copy of your Hessenpass mobil to the address listed on the form.
  • Of course, you can also visit a sales outlet near you, complete the form there, and hand it in along with your proof of eligibility.

The Deutschland-Ticket will be sent to you by post as an eTicket on a chip card.


Please note: This is an order process — not a direct purchase at the sales outlet. Cash payment is not possible.

As long as your Hessenpass mobil is valid, you can purchase a discounted Deutschland-Ticket (for up to 12 months).
To buy the discounted Deutschland-Ticket, at least one day of your Hessenpass mobil’s validity must overlap with the ticket’s start date.

To order the discounted Deutschland-Ticket with the Hessenpass mobil, you’ll need the following:

  • Your proof of eligibility (Hessenpass mobil). You must be able to show that you are entitled to purchase the Deutschland-Ticket at the reduced price.

  • If you order via the RMV Ticket Shop, you must either provide your bank details and issue a SEPA direct debit mandate or enter a valid credit card for payment.

  • If you order using the order form, please complete it in full. This also includes a SEPA direct debit mandate with your bank details. Sign the form to complete your order.

To pay for the discounted Deutschland-Ticket subscription, you must issue a SEPA direct debit mandate to the sales outlet or transport company. This means the monthly fee of 39 € for the discounted Deutschland-Ticket will be debited directly from your bank account. Please make sure there are sufficient funds in your account to cover the monthly payments.

Alternatively, if you order via the RMV Ticket Shop, you can also use a credit card.

Payment in cash or by bank transfer is not possible.

You can only pay for the discounted Deutschland-Ticket by SEPA direct debit from your bank account.
If you order through the RMV Ticket Shop, payment by credit card is also possible.
Cash payment is not accepted.

You will receive the discounted Deutschland-Ticket with the Hessenpass mobil as an eTicket on a chip card.  You must carry the chip card with you on every journey.

To use the discounted Deutschland-Ticket with the Hessenpass mobil, you must cancel your existing Deutschland-Ticket subscription in RMVgo by the 10th of the month for the end of that month.

Once your ticket is valid, you’ll find this option in the RMVgo app under “My tickets” then “Ticket details” and then “Cancel subscription.”
Your subscription will then end at the close of the month and will not be renewed.

You can cancel the discounted Deutschland-Ticket with the Hessenpass mobil at any time.

Please note: The cancellation must be submitted in writing by the 10th of the month in order to take effect on the 1st of the following month. If your cancellation is received after the 10th, the ticket will remain valid until the end of the next month.

Example: If you no longer want to use the ticket from 1 November, you must cancel by 10 October at the latest. If you cancel on 11 October, the ticket will still be valid until 30 November.

If you purchased your Deutschland-Ticket via the RMV Ticket Shop, you can cancel it easily in the meinRMV customer portal. Simply go to “meinRMV” then “TicketShop Services” and then “Orders placed in the TicketShop” and select the relevant Deutschland-Ticket. With just a few clicks, your cancellation is submitted.

You must present the Hessenpass mobil proof of eligibility when purchasing the Deutschland-Ticket. A refund afterwards is not possible.

The refund regulations remain unchanged.
